Ghana issues new travel guidelines for international passengers

Ghana has issued a revised travel directive for international passengers, including passengers from West Africa, following the new COVID-19 variant, Omicron.

The travel advisory, which falls into eight categories, will go into effect on December 14, according to a statement from airports in Ghana.

The new directive places responsibility for vaccination and membership on passengers and the airline, so airlines will not allow passengers who are not properly vaccinated or have no proof of a COVID-19 test accepted to board.

Pre-arrival procedures – Travelers intending to enter Ghana

All international passengers, including those from the ECOWAS region, intending to travel to Ghana, will need to meet the following health requirements before being admitted to Ghana:

  • For passengers who already have a PanaBios account, enter your country of origin and set the destination to Ghana at https://trustedtravel.panabios.org or on the UNDP-approved Global Haven site: www.globalhaven.org.
  • Passengers who do not have an account must create an account on the AU approved site: https://trustedtravel.panabios.org.
  • Passengers are advised to visit a TT lab only. If there isn’t one near you, take your test at another accredited laboratory on the PanaBIOS or Global Haven Laboratory Registry.
  • If you take your test in a TT lab, give the lab the same email address you used to open your account, the result will be automatically sent to your account with a TT code.
  • Make sure the test is done within 72 hours of the scheduled departure time from the home country.
  • If you are not visiting a TT laboratory, upload your test result or certificate by choosing the option “test performed in a laboratory other than TT”.
  • The result / certificate will be immediately analyzed. If the issued test results meet all requirements set by Ghana (e.g. validity period or test type), a travel code (TC) will be issued to the online traveler and the result displayed within minutes as proof that the test was carried out is still valid at the time of travel.
  • While the TT code confirms that a test has been performed by an accredited laboratory, the TC provides further evidence that the test performed is still valid at the time of travel commencement.

Arriving passengers – Travelers entering Ghana

All persons 18 years and older arriving in Ghana will be required to provide full proof of vaccination for a COVID-19 vaccine at the point of embarkation.

Definition of fully vaccinated: A person is said to be fully vaccinated when:

He / she has taken the full dose (s) of vaccines approved and registered by the Food and Drugs Authority (FDA), Ghana.

He / she has taken the full dose (s) of the vaccine on the World Health Organization (WHO) emergency use list.

However, people vaccinated with vaccines that are on the WHO emergency use list but not registered by the FDA, Ghana for emergency use authorization will be offered one of the vaccines approved by the WHO. FDA, Ghana upon arrival at the airport.

All unvaccinated Ghanaians and residents of Ghana who are currently outside the country and intend to re-enter within 14 days of 0000HRS from December 14, 2021 are exempt (from December 14 to 28, 2021). However, they would be vaccinated on their arrival at the airport.

  • Airlines bringing passengers to Kotoka International Airport who are not fully vaccinated will be charged $ 3,500 per passenger.
  • All passengers are required to show proof of having completed the Ghana Health Declaration (HDF) form on www.ghs-hdf.org at the point of embarkation.
  • Airlines bringing passengers to Kotoka International Airport who have not completed the HDF will be charged $ 3,500 per passenger.
  • Passengers must not exhibit symptoms suggestive of COVID-19, including a body temperature above 38 ° C.
  • Passengers must have a negative COVID-19 PCR test from an accredited laboratory in the country of origin. The test must have been completed no more than 72 hours before the scheduled departure time from the country of origin.
  • Airlines that pick up passengers without a PCR test result or transport and disembark passengers with a positive PCR test result in Accra will be fined $ 3,500 per passenger.
  • Non-Ghanaians may be refused entry and returned to the embarkation point at the airline’s expense.
  • Ghanaians will be allowed entry but subject to 14 days of mandatory quarantine at a designated facility.
  • Arriving passengers will undergo a temperature check.
  • Ghanaian residents who leave Ghana and return within one (1) week will not be required to present a COVID-19 result from the country of departure. They will, however, undergo a mandatory COVID-19 test upon arrival in Ghana.
  • Passengers will be subjected to a mandatory COVID-19 test at the airport terminal at a cost to be borne by the passenger as detailed below: Ghanaians and citizens of Ecowas – $ 50; all other passengers – $ 150

Payment MUST be made online at https://myfrontierhealthcare.com/Home/Ghana and proof of payment (receipt) presented to airline prior to boarding.

  • Airlines that board passengers without proof of payment for the COVID-19 test and who would / could NOT pay for the test in Ghana, will be fined $ 3,500 per passenger.
  • Non-Ghanaian passengers may be refused entry and returned to the embarkation point at the airline’s expense.
  • All arriving passengers who test positive for COVID-19 will undergo mandatory isolation and treatment at a health facility or designated isolation center, at a cost to passengers, EXCEPT Ghanaian citizens. The isolation will be for a period of seven (7) days. However, the final discharge of cases will be based on existing case management guidelines and protocols.
  • All passengers who test negative for COVID-19 will be required to adhere to COVID-19 safety protocols at all times and will receive regular information on COVID-19 within five (5) days of arrival in Ghana. .
  • Passengers who test negative will be advised to continue to observe COVID-19 safety precautions after arriving in Ghana.
  • For passengers transiting through other countries before arriving in Ghana, the first country of departure will be the point of reference. (Connecting flights must not deny boarding of passengers, if the journey has not been completed in one of the transit countries.)

Passengers in transit

Passengers transiting and connecting via Accra will not be required to take the COVID-19 test in Accra.

Passengers in transit will need to comply with COVID-19 testing requirements for destination countries.

Derogations

Airline crews are exempt from pre-departure and upon arrival COVID-19 testing and must follow airline policy for testing.

Children under the age of 5 will not be required to undergo testing upon arrival at Kotoka International Airport (KIA).

Children aged 5 to 12 will be tested for free upon arrival at KIA.

Passengers arriving under emergency circumstances such as hijacked flights will not be required to undergo testing if they do not leave the airport or remain isolated in their hotel.

Traveling with animals

Traveling with pets in Ghana is permitted in accordance with the guidelines of the Department of Veterinary Services of the Ministry of Food and Agriculture

Airlines with landing rights in Ghana

No airline should bring passengers to Ghana without first validating their TT code (received from a TT laboratory) or TC issued online after a real PCR test result has been downloaded and analyzed using the software. PanaBIOS or Global Haven.

Airlines must issue TCs on behalf of illiterate travelers who arrive at check-in with only their authentic PCR test results.

Airlines that do not comply with these rules will be charged $ 3,500.

Pre-departure process – Passengers intending to leave Ghana
All departing international passengers will be required to adhere to the following guidelines prior to departure:

  • Create an account on the AU approved site: https://trustedtravel.panabios.org. On the registration page, search for accredited laboratories by entering Ghana as the country of origin.
  • Passengers are advised to only visit laboratories that have the Trusted Travel (TT) logo next to their name on the platform to take their PCR test.
  • At the laboratory, give the same e-mail address and the same mobile number that you entered when creating your PanaBIOS account.
  • Once your result is ready, it will automatically appear in the account with the TT number issued by the laboratory. Look for an email from [email protected] or an SMS message.
  • The Trusted Travel (TT) test code should be verified by airlines and port health authorities to confirm that the test is from an accredited laboratory.

Departure Process – Passengers Exiting Ghana

All Ghanaians aged 18 and over traveling outside the country must be fully immunized as of 0000HRS on December 14, 2021.

Definition of fully immunized – A person is said to be fully immunized when:

He / she has taken the full dose (s) of vaccines approved and registered by the Food and Drugs Authority (FDA), Ghana.

He / she has taken the full dose (s) of the vaccine on the World Health Organization (WHO) emergency use list.

  • Passengers will have to comply with COVID-19 testing requirements for destination countries
  • Departing passengers will undergo a temperature control at the departures entrance of Terminal 3
  • Only passengers and people with business in the terminal will be allowed to enter
  • Online check-in or the use of self-service kiosks is strongly encouraged to reduce physical contact at the airport
  • Passengers are advised to arrive at the airport at least 4 hours before the scheduled departure time.
