The second phase of the North-South Suburban Railroad (NSCR) project continues to gain traction after the Department of Transportation-Philippine National Railways (DoTr-PNR) and NLEX Corp. 16, 2021 for the construction of columns for the PNR Clark project.
Under the agreement, columns for the PNR Clark project will be constructed at the shoulders and median block that will cross the Subic-Clark-Tarlac (SCTEX) Expressway to allow continued operation of the highway and of the railway. DoTr-PNR and NLEX Corp. will also coordinate the project design, traffic management plan, security plan and security plan.
DoT Undersecretary Giovanni Lopez said the government has won the confidence of the private sector with the Build, Build, Build infrastructure program.
“The signing of our MOA will not only benefit the private sector, but the millions of Filipinos, who would use this infrastructure project,” Lopez said upon signing the agreement.
Secretary of DoTr Arthur “Art” Tugade, President and CEO of NLEX Corp. Luigi Bautista, CFO Maria Theresa Wells and Senior Vice President of the Base Conversion and Development Authority Joshua Bingcang were present at the signing of the MOA.
The second stage of the NSCR project, Phase 2 of the 53-kilometer Clark PNR, will connect the cities and municipalities of central Luzon with the Metro Manila region and connect the rail system to the country’s first airport express service to the Clark International Airport.
Once operational, PNR Clark Phase 2 will reduce travel time between Makati City and Clark International Airport in less than 2 hours with the Airport Express service.
The current overall progress of the project is 32.21 percent.
Meanwhile, Bautista said that NLEX Corp. Fully supported the NSCR project to help stimulate economic activity and revitalize the country’s provinces by improving the country’s transportation approach to improve the mobility of Filipinos.
“At NLEX, we believe that our common goal of helping our country’s economy grow through infrastructure development suits us for this partnership. We are delighted to support this company which will facilitate travel for Kababayans (compatriots) in Bulacan, Pampanga and other regions. in northern and central Luzon, ”added Bautista.
Bingcang said the PNR Clark project, part of the Build, Build, Build infrastructure program, was a “game changer” that would pave the way for growth opportunities in central Luzon.
“BCDA is playing a role in the government’s Build, Build, Build program, and in this regard, we would like to extend our support for this project to see its continued and unhindered implementation. The project is a game-changer, as we continue to develop business around Clark in Pampanga to provide more options for the Filipino public, ”Bingcang added.
